Officials of relevant departments said that recently, the prices of some products in the domestic photovoltaic industry have continued to rise sharply, causing dramatic shocks in the industrial chain and supply chain. The reasons include complex international trade environment, repeated impacts of the COVID-19 pandemic, substantial growth of downstream demand, and differences in the construction cycle of various links, as well as some enterprises' price speculation and individual practitioners' hoarding.
The current achievements in the development of the photovoltaic industry have not come easily. In order to promote the sustainable and healthy development of the industry as a whole, the three departments have put forward their work requirements to the relevant units. First, they should bear in mind the overall situation and long-term interests, adhere to the upstream and downstream win-win cooperation, and promote the high-quality development of the photovoltaic industry; Second, we will strengthen the self-discipline of enterprises, carry out in-depth self-inspection and self-correction, and consciously regulate sales practices, and refrain from price gouging, such as hoarding and speculation. Third, we need to promote the construction of existing photovoltaic projects in a coordinated way, release existing capacity in a reasonable way, moderately accelerate the construction of compliance projects under construction, and study and judge in advance the subsequent large-scale production of new capacity to prevent risks.
In the next step, relevant departments will further strengthen work coordination, strengthen supervision and management, and strengthen investigation and punishment of price gouging, monopoly manufacturing and selling of fake and shoddy products and other illegal activities in the industry.

Local industrial, information technology, market supervision and energy authorities should focus on the strategic goal of achieving carbon peak and carbon neutrality, scientifically plan and manage the development of local photovoltaic industry, and actively, steadily and orderly promote the construction of the national photovoltaic market. We should coordinate development and safety needs, strengthen the guidance of norms and standards, rationally guide the expansion pace of upstream and downstream construction scale according to the development characteristics of each link of the industrial chain, optimize the regional layout of the industry, and avoid industrial convergence, vicious competition and market monopoly. Optimize the business environment, standardize the market order, support all types of market players to participate in market competition on an equal footing, and guide all types of capital to reasonably participate in the photovoltaic industry according to the 'double carbon' goal.
